CODE has completed nearly $20 million of MGP site remedial design/contracting in the past several years - primarily for utility companies in New Jersey and New York (Keyspan Energy, Connectiv Power, JPC&L, ConEdison, Iroquois Natural Gas, etc.). We have handled everything from delineating and removing MGP-contaminated soil discovered during the construction of the Atlantic City-Brigantine Connector Project to removing 100,000+ tons of coal-tar impacted soils and debris from six Keyspan sites in New York City.

CODE provides a variety of landfill capping and closure services. We install asphalt, soil and geomembrane caps; monitor H&S during new cell constuction and expasion; and remediate old landfills and surface impoundments - removing contaminated material (sediment, sludge, soil, drums, labpacks, etc.) and performing all necessary earthwork and site restoration operations.

CODE employs experienced field chemists and T&D coordinators who identify, segregate, package, label and/or stage waste (soil, sediment, liquid, drummed, lab pack, high hazard) for shipment to an extensive network of permitted disposal facilities. As part of its disposal service, CODE properly manifests and labels waste material to comply with state laws and federal requirements. CODE obtains any special permits necessary to transport waste from generation sites to selected disposal facilities. CODE also provides training in the use of the Uniform Hazardous Waste Manifests and waste profile sheets.

Waste management services provided by CODE include:

• Waste characterization sample analysis in the field using basic wet chemistry and/or standard laboratory sampling and analysis techniques
• Identification and segregation of hazardous materials into compatible groups prior to shipment or review and approval of pre-sorted material
• Packaging and labeling segregated materials according to DOT and RCRA guidelines
• Preparation of hazardous waste manifests and other pertinent documents
• Transportation by fully-permitted hazardous waste haulers
• Disposal at fully permitted and approved TSDFs

CODE contracts with a variety of TSDFs in the United States and Canada. These contracts enable CODE to customize options according to its clients' hazardous waste disposal requirements. The TSDF contracts also result in competitive disposal pricing which can be passed on to CODE's clients.

CODE's High Hazard Remediation Team (HHRT) provides creative solutions to high hazard waste problems involving compressed gas cylinders; shock-sensitive, explosive, and highly reactive chemicals; military ordnance; and unknown materials discovered during site excavation.

High hazard waste remediation services provided by CODE (on both a standard and emergency response basis) include:

• Remote accessing of sensitive containers for sampling, stabilization, remediation, packaging, and off-site T&D.
• Identification and stabilization (or controlled detonation) of reactive and explosive compounds.
• Identification, remediation, segregation, classification, packaging, and off-site T&D of chemical unknowns.
• Ordnance detection, evaluation and deactivation/destruction.
• Evaluation, sampling, remediation, packaging, and off-site T&D compressed gas cylinders (contents both known and unknown).

CODE's HHRT has served as an "Emergency Response Services Contractor for Explosive Materials Remediation and Disposal" for the State of New Jersey.

The HHRT regularly supports CODE's site remediation efforts. At the Boarhead Farms Superfund Site in Pennsylvania, the HHRT handled 600+ buried drums and containers thought to contain acutely toxic materials. CODE's HHRT also managed acutely hazardous substances found buried at the Chemsol Superfund Site in New Jersey and set up a field laboratory to identify lab packs/unknown chemicals discovered during a PCB-contamianted soil remediation project in New Jersey. In each case, the HHRT safely addressed the high hazard situation allowing the project to continuely safely and on schedule.
